The Internet is not governed by a single central authority. Rather, it is a global network of interconnected, independently operated networks that work together to enable seamless communication and the exchange of information across borders. This interconnected ecosystem relies on open technical standards, interoperability and a decentralized architecture, allowing networks, digital services and devices worldwide to communicate effectively.
An open and globally connected Internet creates opportunities to access educational, scientific, economic and informational resources without geographical barriers. It facilitates the development of digital services, strengthens international cooperation and enables businesses to reach global markets. Furthermore, it provides an essential foundation for advancing artificial intelligence, fostering knowledge exchange and driving innovation.
Despite these opportunities, Internet access remains unevenly distributed worldwide. According to the International Telecommunication Union’s (ITU) Facts and Figures 2025 report, approximately 74% of the global population or around 6 billion people are Internet users, while an estimated 2.2 billion people remain offline. However, the digital divide extends beyond connectivity alone. Differences in Internet quality, affordability and digital literacy continue to limit meaningful and inclusive participation in the digital world.
Armenia has also made significant progress in expanding Internet access. According to the Statistical Committee of the Republic of Armenia, 83.4% of the population used the Internet in 2024, compared to 59.1% in 2015. These figures reflect Internet usage during the three months preceding the survey.
Nevertheless, unlocking Armenia’s full digital potential requires continued investment in domestic digital infrastructure, improved access to high-speed Internet and multilingual online services, the development of digital and professional skills and the expansion of accessible digital services. Strengthening regional digital connectivity is equally important. Reliable international connectivity, diversified routes and strategic infrastructure investments can enhance network resilience, improve data transmission efficiency and create new opportunities for the growth of Armenia’s digital economy and its integration into the global digital ecosystem.
These and other critical issues will be addressed at the 11th Armenian Internet Governance Forum (ArmIGF2026), taking place in Yerevan on November 6 under the theme “Shaping Armenia’s Digital Future: Shared Responsibility.”
