In recent years, Armenia’s public library network has been shaped by two contrasting trends: a steady decline in the number of libraries, alongside ongoing efforts to modernize and technologically transform them.
Official data show that while 648 public libraries were operating in Armenia in 2018, that number had fallen to 480 by 2024. Over the course of eight years, the system has shrunk by 168 libraries, although some were reorganized and transferred to schools. Regionally, the lowest number of libraries is recorded in Vayots Dzor Province, with 19 libraries, while Syunik leads with 76.
Internet Society Armenia Chapter PO continues to implement initiatives aimed at upgrading libraries’ technical capacities and transforming them into regional internet access centers.
Over the past five years 45 libraries across three regions – 14 in Lori, 15 in Syunik and 16 in Kotayk have participated in comprehensive technical and software modernization efforts. These projects have been implemented and continue with the support of international partners, including the Internet Society Foundation and the global organization Internet Society.
The programs include several key components:
- introducing digital library management systems,
- modernizing technical infrastructure (computers and related equipment),
- enhancing staff digital literacy and professional skills.
In some cases, libraries also receive support to improve internet connectivity, including the provision of Wi-Fi routers and other essential equipment.
Library computers are equipped with open-source digital management software such as OpenBiblio, LibreOffice, and GIMP.
As a result, libraries are now better equipped to digitize and manage their collections and provide digital services to users. This transformation significantly improves the efficiency, accessibility and overall quality of library services.
“Our initiatives are strategically important because we see the library not merely as a repository of books, but as a center for educational, cultural and digital services. Only through this transformation can we give libraries new life,” says Igor Mkrtumyan, President of the Internet Society Armenia Chapter PO.
He emphasizes that, particularly in regional and rural communities where internet access is often limited, libraries can serve as platforms for digital education, gateways to public and online services and vibrant spaces for community engagement.
